by definition neutral is pH 7, anything higher (in number) above this figure is deemed alkaline, anything lower is acid.
Baking powder is a mix of acid and bicarbonate which react to produce carbon dioxide. The end result is going to be more or less neutral or the manufacturer is wasting money.
For an alkaline solution, use bicarbonate of soda or washing soda (sodium carbonate), some washing powders are also alkaline, as soap may be.

Measurements don’t much matter.. The solubility of sodium bicarbonate is 16.4g per 100g water at 60C (140F). The pH’s of such solutions are about 8.

Just about any amount of baking soda you add to water will make a mildly alkaline solution.
The pH you are looking for would depend upon your purpose for your alkaline water. If you need very strong alkaline water, sodium hydroxide (lye) would be the way to go, but also dangerous as far as getting it on your skin or in your eyes. Be very cautious if you use NaOH.
I would go for the baking soda solution, safe and not too strong.
