Chem Help Oxidation/Reduction, Standard Electrode Potentials?

ginnyweasleyrocks asked:

umm ok so here goes:
using standard electrode potentials, select a halogen that can be released from a halogen acid by dichromate (VI) solution (Cr2O7) 2- and one that cannot. give your reasons and write a balanced equation for the release of the halogen. 5 marks

have absolutely no idea. what are standard electrode potentials? and how do you decide which halogen acid ‘works’ and which doesnt? ANY ideas??
